Um, sorry. But the way you said it, made it sound confusing. No offense. Also, what does SWF mean? Is that format that makes the Videos and Gifs into 60fps or higher Numbered Frame Per Second?

It is a Flash file, it plays with adobe flash player of the browser. It weighs little because the images are not stored 1x1 like in the gifs.
Flash processes and builds the frames.

Ah okay. So this SWF is the reason of how 60fps or higher is made, right? Because if you said that it Builds the frames, then that means that the frames that aren't there are automatically made.
