It's called foreshortening..? Since her hoof is closer to the viewer the hoof gets distorted. You should look up what foreshortening is.

While you are looking up foreshorting, also look up chibi style and look at those proportions. Chibis generally have smaller cuter limbs and bigger eyes and heads. This is the style of this drawing.
