Hmm, time for some detective work... I'm going to say Celestia, because those two are her most beloved students, Twilight has been a huge interest to her ever since Twilight somehow used a lot of magic as a foal, and Sunset Shimmer is her first favorite, way before Twilight, Sunset was a wonderful student and Celestia loved her like a sister
