nope they cant! its a special trait that most of the time will cause them great discomfort, they dont need ot to eat or talk so it doesnt bother them to have it shut

since I don't really know their anatomy I don't know if they can fully cover their body and how that would look, I tried showing the back by 'cutting off' the back.

oh thats easy, theres a little shapeshifting involved when they swap to mantle, it covers their whole body and tail
