There's a fanfiction of sorts on TF2chan that gave birth to NotTim; the reason behind the name is a bit of a mystery to me, though. He's essentially a BLU (shy)spy who's obsessed with the RED engineer. If you go on the chan and look through afanfic for OwlTiem, it's there somewhere.

Errhh...I have mixed feelings about NotTim's personality. the story that started out the NotTim thread was adorable, but the rest was kind of....I dunno.
He just seemed like a really weak yaoi character when the creators were discussing him.

Well, they have my respect for making a new character instead of doing some serious character derailment for the canon BLU spy
Also, he isn't so bad when his social akwardess isn't being underlines every other line. I liked the fanfic that started the thread and I like your fan art of him
