It may seem complicated, but I was trying to say that she blaming him for the timing of the attack. He was saved by the dragon, so she thinks that he ordered the dragon attack. It is her job to issue the execution of all of the prisoners. His survival means that she not only failed her job, but all of those who were killed by the dragon will have died in vane.

Ah. I was the same way, but I eventually wound up siding with the Legion. I THINK it's the only way avoid having the Blades ask-nay, DEMAND-you to kill Paarthurnax (of all the things to demand someone to do...they're lucky I didn't blow them off the freakin' temple with a shout).
