Really. Well i used Gimp.
and partially followed this tutorial:

but i also added my own detail to it. So the lines bit in the tutorial i followed, but the rest i did on my own.

Yep. But before i used gimp, i followed panda's tutorial but modified it to fit my program. So some programs will work with this.

Depends on the program you're using.
i used clip studio paint a while back. I had to modify the line texture and the dodging and blurs of the eye.
