Though I'll prolly color this once I got the right combo of hues.

Y'know, I always thought Ray is a mixture of both Zero and Bass. So is his name Mighty No. 10: Victor and does he have a history with Raychel?

I very much approve of that black and gold color palette. Very classy.

With that coloration, along wih those pointed crests on his helmet, he practically screams Bass. About as much as Beck screams Rockman, really. It's up to you to decide whether that's a good thing or a bad thing. As far as I'm concerned, it's not necessarily a bad thing.

Oh, so if you're interested, I just thought of a backstory and Mighty No. for this guy. I know that since he's your character, coming up with that sort of thing is your job and privilege; my brain just decided to kick into overdrive this morning. Xp

Well, not Axl, but definitely Forte and with a generous helping of Blues and a dash of KARR (from Knight Rider).
This guy is Mighty No. 00, a prototype battle robot for the Battle Colosseo. Unfortunately, his designers were a bit too ambitious, and realized they hadn't worked out all the kinks. So, they shelved their mostly complete robot and began ironing out the problems, systematically creating the other Mighty Numbers, 1-8, each one an improvement over the last. The culmination of their work, the best aspect of each Mighty Number, was Mighty Number 9-the robot their initial prototype was meant to be.Β
The problem is that No. 00 was pretty much completed before his designers realized there way too many problems and shelved him. Somehow, he came back online (think KARR, or something), and is overcome with hatred towards the people who threw him away, and with jealousy towards the one robot that effectively replaced him. He escaped, vowing in his heart to find some way to prove his superiority over Beck (he was still in cold storage at the time of the computer virus outbreak, and thus didn't contract it. He's just an angry, mean S.o.B.).
As to what problems his designers found, I don't know. Maybe he can't transform properly. Maybe his power core isn't stable. Maybe he has serious problems with the idea of protecting humans. Maybe he can only speak pig Latin. Maybe it's all that and more. But this ticking time bomb is now on the loose.

He's your OC, so you can do whatever you want with him. If what you described is what you have in mind for his backstory and character, then go for it.
For my part, I imagined him being re-awakened almost by accident (like KARR)-lightning strike, power surge, radioactive meteor passing overhead, what have you. He moves as his own will dictates answering to no one, least of all a human.Β
In the Knight Rider episode "Trust Doesn't Rust," KARR is awakened after years of stasis by two bungling thieves. KARR helps them commit a string of robberies, butΒ ditches them both in the end to save himself. In his return, "KITT vs. KARR", KARR helps a man acquire a business, then later kidnaps that same man's girlfriend to force him to cooperate with him.Β KARR understands that humans are useful, and sometimes necessary, but he considers them to be an expendable resource. If one human doesn't prove useful, ditch it and find another.Β
Similarly, I imagined No. 0 here using and/or abusing humans, or even other robots, as the situation dictated. If things are going favorably, he might help a human (in so long as he gets something from it), but will abandon, or even injure that human if the situation gets ugly (for him, not the human). He'll always show some level of restraint, however, because going overboard will get him in REAL trouble, which would be detrimental to his overall well-being, which is the one and only thing he cares about.Β
In short, I imagined him to be sly, cunning, utterly ruthless and thoroughly independent. Not necessarily pure evil, however-just completely self-motivated. Looking out for himself and no other.Β
But again, he's your character, and is your to do with as you see fit. So if you envisioned a quasi-honorable rival of a villain with a grudging sense of obligation to Dr. Antagonist, then please, by all means, do exactly that. Don't let my hair-brained ideas influence or interfere with what you have in mind.Β

Of course, everything still has to take a back-seat to my Precure fic.

You'll be surprised. Pretty Cure is like the magical girl answer to Kamen Rider. If you have kick-ass action with martial arts coupled with girly magic (though the M.A. outweighs the G.M.), then it sure as hell will appeal to the male audience.
I run a podcast dedicated to Precure, so we explore that topic sometimes. Like, what makes Precure appealing to all genders, and all types of people.
