Now this made me think "Cruella de Ville" at first glance! I think it's the very spikey, darke design with those clawlike fingers
I have to agree with Manu and Pixie on the fabric and construction. I don't think I'd know how to construct the lower part either. But then again, one would have to play around with it and maybe find a solution.
As for fabric..well.. you say "silk"..silk alone is very vague.. we were told at school to never just say silk because most silks are mixed with another material. I could imagine if you reinforce the silk really strongly, this could work somehow..but that's just my theoretical thoughts!
It's a very nice and innovative design, though, fabulously illustrated!

I would echo manu66tb's comment. The design is fantastical but actually engineering the dress (espeically out of a silk) would be a bit of challenge.
I do like the echo of the lines at the collar and the hips. Overally though I have to say that I'm not a fan of the neckline (my own shape has given me an adversion to anything that daring), but from a design perpective I like the use of the sheer fabrics.
For future challenges I might suggest actually getting out and handling some of the fabrics you intend on using. Not that your fabric choice is bad in any way, you've just created a huge challenge for a tailor to create this dress by using a sequined silk. I believe wire would be needed to create the structure around the waist.
Great sense of play and fantasy with this piece!

thnxxxxxxx agaaaaaaain dear,,,,for the fabric choice i dont believe its fictional ,,,its hard but can be done ...coz the essence of creating unique looks is how to manipulate the fabrics and turn them in to another form and indicating the materials rather than just copying them,,,,coz when u brain storm towards smth u start excluding bits by bits to have a new design with the indication of the original layers u used

I agree with you... I'm just thinking of the headache it would give me trying to get the look right.
Granted that's half the fun of sewing.

thnxxxxxx dear....ur so kind....its a dress it has the illusion of layers but actually it is one entity....but with folded particles on the breasts and hips,,,like the collar of the shirt but are overlapped over one another

it looks amazing, but from a seamstress' point of view, i don't know how i would put together the lower part... the details are a good idea.
you are very talented
