In Undertale, Papyrus kind of hints that he doesn't sleep on multiple occasions, like when he rants about how Sans has started taking "seven-hour naps". I think he knows what sleeping is, but he probably isn't used to Sans sleeping for more than a few hours at a time, and he himself doesn't sleep for whatever reason.
In Resetswap, Paps might get more sleep, but nearly pulling an all-nighter, then sleeping for an hour, then getting up again can make you more tired than you would be if you just went through with the all-nighter.
