Just a simple step by step of how I draw chibi eyes. (And some of my.. normal style female eyes.)

1. Draw the simple eyes (You don't need to draw them like me.. this is more of how I color than anything..)
2. Fill eye with the color you are going to use. (On the same layer, or one above it.)
3. Add the pupil with the same color you used for the outside of the eyes (usually black or a deeper color)
4. Fill in the upper eye shading (Line through the center of the pupil, then color the upper part.)
5. Add highlights. (Small dots that adorn the eye, up into the shading.
6. Taking the first color we used, add a small dot to the center of the pupil, almost as if its a "Shine".
7. With a soft brush (I'm using sai so the brush tool on, 'Simple Circle' With no Persistance, Dilution or Blending, and a pressure sensitive tablet, I gently blended the colors together /The black and the blue to get this effect/)
8. Add a deep shading, to match up with the line of deep shading in the eye.
9. Add the highlight shine. (The small white dot.)
