The process from start to finish:
First I found the song on musical.ly app. The I purchased the song on itunes desktop app and brought the file into Adobe Flash. Used it as a reference to line up the animation. Exported the animation out as a MPEG-4 Quicktime movie. Emailed the quicktime video to myself. Opened the email with my mobile device email app and downloaded it to my photo library. Uploaded to musical.ly app from my photo album and synced the song from their song selection. Shared the finished result to Instagram. Accessed Instagram from desktop browser and downloaded the video using a free instagram video download service. Reupload file to deviantart.
