In GIMP I used a basic round brush, with jitter applied along with sparkle brushes for the stars. The planets were made up from the basic GIMP brushes (like Galaxy Big brush,  Texture 01 brush, Smoke brush) and the smudge tool (same as the background). The smudge tool is like my go-to for textures. Afterwards, I went to "Distorts" under filters and played with the Mosaic option to create the tiles.
