I think here in this shot.... The background color for the picture frame is entirely spot on.
I myself like to make sure that I have a matching frame for the picture so sometimes use the colors provided in the picture or try out different contrasts testing which might look good.....
love the darker shade of maroon.

Also im quite keen to know how you made the hat over it... is it a masking technique im unaware of ?

I did the girl in adobe illustrator 10 then I took her into photoshop to make a jpg and created a border and background but I wanted the hat to stand out so I put it on top of the border. I'm really glad that you like it.
