Admiral Raddus in the hangar on Yavin 4 when he learns that a band of Rebels disobeyed orders and went to Scarif. This is my interpretation of the (not shown) scene from from Rogue One: A Star Wars Story.

Very true when they're not colored.
If it was colored, you'd be able to tell, because Raddus is way more blue.
Otherwise, it totally just looks like Ackbar gained a few pounds.

It's also worth saying that he's hard to draw/convey emotion with because I didn't want to warp his features anymore than the actual mask would seem to go. I wanted to keep the animatronic/muppet-like feel of his face, even though technically I'm not constrained by physical materials in a drawing.

He's supposed to look proud, since he was the one on council who voted to take the fight to Scarif.
I imagine on the way back to the Profundity he walked through the hangar and was looking around, inspecting ships and talking to pilots. Then he heard the news, maybe not even directed at him but someone excitedly and worriedly telling someone else. Overhearing it, he smiles just a little. It's still war, so he's not thrilled, but he's proud of the decision that small band of rebels made, and he does want revenge for what happened to his planet and his people. It's a fight he wants.
