I have mixed feelings here...
The Coronavirus costume clearly looks like a Winnie the Pooh with a virus head. We all know that Winnie the Pooh is banned in China because of the whole deal with their president being mocked by it online, and being a totalitarian government, it does ban things like that.
At the same time, the idea that China is at fault for the virus (which having a Winnie the Pooh costume for it seems to imply) isn't really accurate (as in, the outbreak started in China, but the virus isn't manmade, they are as responsible for it as Florida was responsible for the Zika outbreak), and having seen the increase in racism against Chinese, with incidents of Chinese people being denied service in stores and even being beaten up on the streets in other countries, this comic seems to imply to toss more fire into that very controversial happenings.

I don't think its Sinophobic per se, since the artist IS Chinese. He just so happens to be from the REPUBLIC of China (as in, Taiwan) and not from the PEOPLE'S REPUBLIC of China (as in, what everyone else, except like, 14 tiny countries, knows as China).
So, he might be biased against mainland China, or at the very least their leaders. Which is fine, of course, everyone is entitled to an opinion. The only issue is that since the comic is in English and published in a mainly English speaking website, it might not be a good thing to stir up "Communist China made the Coronavirus to take over the world" conspiracies since, while the artist living in Taiwan/ROC might not feel the backlash of it, everyone in the Chinese diaspora IS feeling the backlash of it.

Nope, it's an actual ancient creature from Japan. Not that well known, but it was said that drawing a picture of it would help prevent or cure disease. Very old story.

She's not new, here is the legend behind this youkai.
An amabie appeared in Higo Province (Kumamoto Prefecture) according to legend, around the middle of the fourth month, in the year Kōka-3 (mid-May, 1846) in the Edo era. A glowing object had been spotted in the sea, almost on a nightly basis. The town's official went to the coast to investigate, and witnessed the amabie. According to the sketch made by this official, it had long hair, a mouth like bird's bill, was covered in scales from the neck down, and three-legged. Addressing the official, it identified itself as an amabie and told him that it lived in the open sea. It went on to deliver a prophecy: "Good harvest will continue for six years from the current year; if disease spreads, show a picture of me to those who fall ill and they will be cured." Afterward, it returned to the sea. The story was printed in the kawaraban (woodblock-printed bulletins), where its portrait was printed, and this is how the story disseminated in Japan.
