Those charts are used for timing and spacing of the drawings in the animation. in larger productions, they are there so the person who inbetweens the animation, has a guide to follow so it still keeps the animation.
basically the further the lines on the chart is from eachother, the faster the movement is.

I worked on the short film, but some friends of mine made the studio SunCreatureStudio's where they started the series. I have only helped by animating a bit on it
