Just because 20%/7.51% of the world’s population is Quirkless doesn’t mean they’re a minority ripe for picking on. Seriously, the manga even says that by the next generation of children, Quirkless people will (statistically) no longer exist. Why would people waste time discriminating against something so minuscule when people with Mutation Quirks exist and are prime targets for discriminatory bullshit? It’s just an excuse for people to make Deku’s pre-OFA life more hellish.
