I usually don't mind but because this artwork was a commission for rocky-kun
and this character belongs to them. I would say it'd be best to find something else instead or to get permission from rocky-kun .
If they don't mind then sure go ahead if they don't want you to use it then please find something else instead.
It's just that some owners identify themselves with their characters and or very protective of them so seeing someone else use artwork they received/paid for can be uncomfortable/not acceptable.

Well I usually focus my chibis to being short and plump. There are many different kinds of variations, some people like making their's skinny and plump, proportional and skinny, extra plump and short etc. Then there's also people who do chibis in a style that other's may see more so as a "fullbody" rather than a chibi

honestly it just gotta stick to the concept of "cute", "bigger head compared to body", miniature vers of a fullbody/simplified anatomy-muscles. It also doesn't have to be bounded down to the idea of "simplicity" in colouring styles either, that's honestly just the artist's choice.
