It's one of my own Victoria 6 morphs creations. Even though I'll never be able to sell anything I make I do enjoy creating a new model.

The dress is Nitro dress.

It's not the morphs, it's making use of morphs nobody has downloaded. I made the Karen MacDougall model used by Cosmic74 and he couldn't open it until I sent him the morphs packs I used. I could well be wrong though.
