Maybe it's named differently on your paint tool sai version, but it should be situated at the same place. If you still have difficulty to find it, Blend mode is the type of your layer (overlay, addition, etc.) that is usually situated above the box with all your layers.

Maybe yours could be called Luminosity? (Mine is.) And it's certainly a better glow than Overlay.

Yes I have that It does work better but kind of hard to see sometimes
