Reminds me somewhat of the Valkyrie from Ragnarok Online... Some artwork even looking quite similar to this piece.

I never played or know Ragnarok Online and I have not used other reference for this other than Lenneth's art from the game.

Well, I wasn't saying it was derived from the same thing, just that it was similar.
Anyway, in the game, the boss character, amply named "Valkyrie" looks like this, but then more purple than blue. In addition to a huge spear made out of some dark purple energy...
Oh, and wings of the same energy.
