If this guy wasn't such a jerk, I think he would make a great character. I only wish he could have a little more screen time, I loved that dragon episode.

Garble, "Hey, fellas, get this: I got the best idea yet to get back at that baby dragon and those namby-pamby ponies he call friends! We take a bunch of gold and gems from the other older dragons around these parts and plant it around that town they live in, call Ponyville something like that. When the old geezers wake up and find part of their hoard missing, they'll trace it all the way to them. Their first thought would be that the ponies were the thieves and raze their little hick village to the ground trying to get their treasure back!"
Smokey, "Dude, I know you're our leader and all, but that sounds like the dumbest idea ever. I mean, we're talking about stealing from not one, but SEVERAL geezer dragons! If they find out it was us and not the ponies...!"
Garble, "Yeah, right, like those arrogant, stubborn old scales would figure it out; they're probably get too mad at the ponies to think straight! What are you, chicken? It's the perfect plan! And perfect plans can't be carried out if you don't have the guts to get things done! Now come on! Time's a wasting."

Garble, "Where did it all went so wrong?"
Smokey, "I think it would be the part when you come up with the plan."
Garble, "Shut it or I'll push you out to be taken next for... whatever horrible things that dragon lady plan to do to us!"

[The argument is interrupted by a distant, THOOM-ing footstep, and a low chuckle]
Dragoness: "Horrible? Well, you're lucky I'M the one punishing you lot, and not shrinking you down to mouse size and sending you to the ponies. Yet. And, Little Red? Throwing your supposed friend under the rubble*, on top of stealing MY treasure to get a town of the little ponies slaughtered just for a petty grudge? My, my; you ARE a contemptible little whelp, aren't you?"
[Garble and his cronies cringe in terror as their captor emerges from the shadows. Easily outsizing them many time over, her blue and gold scales shimmer as they catch the reflected light off her treasure hoard. Smirking and showing her fangs, she stomps over to the cage holding the tiny-by-comparison drakes.]
Dragoness: "You lot are in for quite the unpleasant afternoon. But I must thank you for your idiocy in trying to raid MY hoard; I'm feeling rather hungry. And I could use some new seat cushions...and perhaps a wing massage or two, in that order. Or perhaps not, hmmm...." [Licks her lips and flicks her tail in gleeful anticipation] "Now....do I have any volunteers?"
[[*Well, since dragons are unlikely to know about buses...]]

As you said, Garble could have been used again in several different ways, and it would have made an interesting episode to watch since there isn't too much mention of dragons.
He who made this vector is also rich with potential to be an excellent designer of the graphic persuasion. He is on his way.
