I love how her hair is so reminiscent of seaweed. The wavy texture gives the wonderful effect of being underwater, and I love how her dress and body fades into the sea.

Oh you're good! Yes, it is supposed to resemble seaweed...in fact when I first started on her hair that is exactly what I was doing with it was using kelp, seaweed and plants for her hair...it evolved into something a bit more ethereal looking
