Since the late 1950's the Byzantine Republic has been a wealthy nation thanks in part to its geographical location, 1st class educational system, manufacturing, and technology development. The Prime Minister at the time was a staunch anti communist and so was the Emperor so there was some military aid flowing in from the U.S. even more so after the '79 revolution in Iran. The carrier isn't as large as her American counterparts, about half the size.
