The Soviets and the Chinese have bases out side their own territories China has been a bit more aggressive by seizing properties/ports in default on financial loans. The Soviets have been more diplomatic in acquiring foreign based military installations through arms deals, favorable trading status, and access to the largest merchant fleet in the world.Β Β Soviet Over Seas Air Bases: 2x in Cuba, 1x in Nicaragua, 1x in Venezuela, 1x in Serbia, 2x in Slovakia, 1x in Libya, 2x in Syria, 1x in North Vietnam, and 1x in Mongolia. Soviet Army Bases: 4x in Serbia, 6x in Slovakia, 3x in Syria, 2x in Angola, and 1x training facility in Venezuela. Naval Installations: 2x in Cuba, 2x in Nicaragua (Part of a joint USSR, PRC, Nicaraguan canal project), 1x in Serbia, 1x in Bulgaria, 1x in Libya, 1x in Syria, 1x in South Yemen, 1x in Angola, 1x in Mozambique, and 1x in North Vietnam.
