How do you get your lines to look sooo smooth? Like what program do you use and what techniques?

I usually sketch the picture out first,
then I'll increase the canvas size to 200% and ink it,
then when the whole thing is done I resize it back to 50%
I used to work in cs3 until I got my laptop (it won't install for some reason)
but now I work in photoshop elements 5 ^^
