This Is after Silver had to kill the genocidal Fourth human, Patience (Saulina). He had fallen in love with her and couldn't handle his guilt. So he tried to drown himself in Waterfall only to be rescued by his brother Bronze before he could turn to Dust. At this point he had .5 HP and that is the way it stayed until she finally reset.
