I assume that's a reason why Katara held a vendetta against the guy who killed her mother himself, rather than the people who issued the orders. When she sees Sokka's face, she saw her mom. Whereas when Sokka would look at Katara he would see him dad's face and was reminded of the duty he left him.

Oh! It could possibly be so. Like in 307 when Sokka told Toph that whenever he tried to picture his mother, he always saw Katara's face instead of Caia's.
