It's a multi-piece outfit. She is a companion for download on the FalloutNewVegas Nexus site (she's using a different hairstyle in this pic). If you start the game as female, the mod cause Doc Mitchell to equip you this. The outfit scales up a little as you level, so that it's a viable alternative to even power armor (at high levels). The sword can be upgraded by equipping it, talking to Easy Pete, and having many thousands of caps to give Pete.
The maker of the clothing (clothing is included in the mod) has a site somewhere off the Nexus. I'll have to look.

Hmm interesting, I don't suppose there is some easy way of getting just the outfits, short of creating a whole new .esp? As I'm not good at working with the GECK at all XD
Just want to experiment with many outfit mods for my female character... ^^

Ok, I looked. Under Old Files, the first one lists (near the top) says Jasmine Companion for NCCS. I THINK it's the January 9, 2011 version. It has almost no required mods, other than the NCCS companion system. If you just want the outfit, this is probably the easiest way to get it, as Jasmine should just have it in her inventory.

Really, the mod doesn't do much of anything, not the last one I listed. It's little more than a platform for that set of clothes and the katana sword.

There is a version of the companion mod, think the oldest one up there, where Jasmine simply has the clothing sitting in her inventory (before I learned how to use GECK-not that I'm very good with it). You can simply hire her in PRIMM, open her inventory, and take her clothes. LOL. I think the Jeans have a stealth suit effect when you sneak.

I don't remember the item code. You should be able to start a new game, however, and if you are female, Doc Mitchell equips you, just like you see in the screenie. The Jasmine companion, at like 24th level, gives a female character an opportunity to receive her clothing. I think you need to have lady killer and/or wild wasteland perk (which you can get through conversation options with Jasmine). The outfits were not mine, I used them with permission from the maker. I'm pretty sure he's done with New Vegas, moved on to Skyrim.
