Vectors are usually associated with Illustrator, but I use Photoshop CS3. Done with the pen tool.

Aww thanks. It was my first one (done a while ago now), and the skin tone layers are a little crappy. I thought they were supposed to look a bit edgey, but now I think smoother ones look better. But I like the way the eyes turned out too.
