It wasn't very clear, when I read it.
I mean, comic book logic is weird and since the kid seem to have powers of some sort he could have.. taken flight or something.
You know?
Did this took a toll on the character or did the stories Weather Wizard showed up in so far he's like "oh, right my kid died. Nyeh, kinda forgot about it..."

Well it makes more sense than that. When Joseph Mardon was introduced, he was spawned froma fling between Weather Wizard and a lady cop. One night stand, everyone thought it was Flash's kid at first. And the baby doesn't really have developed powers, it's just some minor weather manipulation, but he can do it without a wand (unlike Weather Wizard who needs a device to use his powers). Joseph and Weather Wizards powers get more potent when they are near each other, and Weather Wizard actually never much cared about the kid.
He was going to steal him so he could have him dissected, so that he could find out how he could use his powers without a wand and somehow learn to get that for himself. He didn't ever really care that it was his son, but on the other hand he couldn't actually follow through with hurting him. So he is sorta like " My kid is dead,Ok." any mourning he might have had has not been shown or has been let out by the rogues and himself killing Inertia.
