This would be a pretty badass idea if this were an actual fighting game and also a sweet deal whenever someone decides to include Mike Haggar and how you also brought in some first time characters as well.

His partner named Joe. I read it about that said "Joe is an American kickboxer who became an underground martial arts champion. He fought in the first Street Fighter tournament but was defeated. It's possible that Joe is loosely based on Kickboxing legend Joe Lewis. It's also believed by some that Joe is the blond fighter in the original Street Fighter 2 intro."
I think he was acting stance like Abel's hands. They are same blonde.
Other website said "Joe is undisputedly the most "generic" and unimaginative Street Fighter character in history.... No shirt, red pants and white shoes? lol. No way they would ever bring him back right? Well.... Fast forward to Street Fighter IV, and any old school SF fan would tell you that Joe shares some likeness to Abel. Their similar hair color & style being the most prominent likeness. Abel also has "amnesia", which makes you wonder if Capcom is suggesting that Abel forget that his real name is actually Joe.... I think the problem was the EX characters belonged to one of the original SF creators. However, I think when he left Capcom he took these characters with them.
He could only take the EX characters as they weren't totally licensed to Capcom.
That's if what I was told was true. I only had rumors to go by with the EX subject.

Who is he? Why did Capcom choose Chun Li, Ryu and old characters from EX SF to next SF? They will become useless. I hope Capcom should not forget about EX characters if Capcom will miss them.

EX was made from a different creator. but since SFII was originally a Capcom product, Capcom owns the right to use that cast.
But EX characters exclusives belong to the creator himself. Which is probably why we never see or hear anything about them in other SF games.

It was Capcom's first attempt at 3D fighting. So they asked the original SFII creator to try making something.
I'm not to sure on the details. but I think the characters are in some state of limbo with the owners.

Well Chun-li is quite popular a character. To exclude her would be like to remove Megaman in a Megaman game. XD
Interesting fact about Chun-Li. Capcom didn't think she'd be so popular until she was released in SFII.
Capcom's original intent was so they didn't seem sexist. So they made a female character, Chun-Li.
The reason why I love her is for her strength, sense of justice and determination.
Though when I first saw her I couldn't remember names, so I called her Bun head. XD

I'm not really a big Ryu fan (find most shotokans cheap). But my favorite fighters in SF happened to be guile, Cammy & Chun-li. Funny enough, they ended up as a team. ^^
