OK, so, your options are:
Realism - horns lower, because thats closer to where they would really attach to the skull
But - if you want the horns higher, they'd need changing to conform to the shape of the skull. From there they sit at an angle meaning if he caught his horns on a tree/overhang/bison he'd end up with skull-holage like you wouldn't believe.
Also bear in mind you can just warp the shape of the lower horns (hehe penis) so you get more viewage.
