Oh, i think i didn't make it clear enough,
she's not underwater (I usually use different shape of shading for underwater). the fish (or eel) part of her seems to constantly producing soap like substance and bubbles, that's why I only put the bubble around the eels.
(she'll also be electrocuted with all the cables and machinery connected to her if its underwater XD)
