it's the collar of the robe i think

I don't know what he wears around his neck either - the game's 8-bit after all. When I sketched something it was kinda similar to this, although I drew the shoulder parts longer and the neck-cover (very) much shorter.
(I also didn't give him this much hair either ^^)
