I finished Ruben the Water Panther! complete with mediocre background as an extra!

Self-jabbing aside, This was a request for who wanted Ruben to be legionized! (I could say Sora paid him a visit after her... recruitment, they were compensated with evil cookies!)

This one was tricky since this is the second character on the list that had water based powers (along with Lindsey the Monkey) So I didn't want to copy the last one... So I gave him some cybernetic arms that can manipulate water (I can't exactly think of an explanation for this, so question the logic of this whenever you feel like it.)
