This takes place before General Shadow moved her operations toIn Japan, there is a saying "Never get in a car with a Beautiful woman, her intentions may lead you to your death." Which is accurate for General Shadow. As she used to lure men who were falling behind on payments with the Yakuza. She developed a knack for killing, as she lured them to a private garden and slayed them. Many rumored on what was seen, some say she used a dagger, others a dragon, but only a rare few know of the real truth...

Oh, well that is a very alluring version of General Shadow's human form. I suppose it make sense that this past version of her is more obviously sexy than her current incarnation tends to dress. She probably had less resources to play with while working for the Yakuza and would thus have to make use of every tool in her arsenal. Does the modern General Shadow view having to show some leg to Human prey in the past as something shameful and beneath her now, or is she still fine flaunting and exploiting her form as long as it gets her what she wants in the end?
I'm not entirely sure how she views Humans since she and Ryu can assume their forms and there isn't that much anatomical difference even in their dragon forms from the species.

She knows in order to catch prey, you have to have them drop their guard first. She doesn't really require to do this anymore, that and she never enjoyed how close some men have gotten, considering that's how the one rumor started, when normally bodies are processed....but one went missing, yet blood was the only thing left.
To answer your question correctly. To a degree. She flaunts this form to mock Ryu since it's literally what his dead girlfriend looked like. Otherwise she uses this form to conduct business when needed.
She see's humans as disgusting pigs and cockroaches, hoping to make them extinct from this world.Β While she hates humans, she will use what disguises she can though to Deceive those she plans to kill at a later date.

Ouch, that is a pretty clever, if incredibly spiteful, decision on her part.
I'm not terribly surprised at how she views humans and disguising herself, though. It makes sense that as a high born member of her species she would view seduction as beneath her given the power and resources she commands, especially if it means debasing herself before a "lesser" species like humanity.
I think it actually works quite well for Shadow. It's a good reminder that she is in fact a Dragon and not just a Human with special powers, and it does help to distinguish her from the more sexually suggestive/hedonistic villains of Angel Falls. ^_^

Technically, she is the dragon, and the dragon is only a statue. It's so life like, isn't it?....Then that's when she gets you. ^_^
One a side note, that dagger, is Dragonyte. I'd be careful if I were you.
