Because upon arriving to Sodor, Thomas had his Westinghouse Pump removed because Sodor doesn't use air brakes, they use vacuum brakes. Thomas would've had it upon first being built at Brighton, but this Thomas here shouldn't have the Westinghouse Pump as he is already Sudrian.
