I understand that this could possibly be interpreted as a reflection on today's society. The driver, the cruel and callous authoritarian, is driving over the innocent civilian as he struggles to work in the harsh conditions of modern living. The frightened look on the civilian's face goes completely ignored by the driver, who smiles and toots the horn like yet another ordinary, indifferent day is passing. This is a perfect example of how authoritarians of today show little care and consideration for the treatment of the world and its inhabitants, and how the civilians are doomed to be crushed under high society's wheels as it ruins and rampages through the lives of so many.
