Water. Definitely water. Not only do I love korra and katara, but the northern water tribe city was the coolest!!! By far the best place in the whole avatar world. Not even Zhou could take it. Water tribe culture is just so cool!

For those that need some help in choosing.
Air: Helps with mobility of all things, not just yourself. You'd be able to run super fast, fly (in a sphere of air), glide (with several different methods), go underwater for long periods of time, etc. Eliminating the basic need for fighting due to evasive nature, vehicles due to extreme mobility, etc. Theoretically, you'd also have extreme control over sound because sound travels on air. At minimum, you'd be able to change who hears you when you speak and the distance your sound travels. Maximum: Sound blasts. You should also have control over fire. Since fire needs oxygen, you should be able to remove air from the environment and kill the fire instantly.
Water: Helps with survival, mobility and fighting. Survival because you can pull water out of nearly all things. Mobility because you'd be able to surf the water everywhere you went, as long as you collect it as you go. Just think of how much water goes through the average building, or all of the water underground in the sewers. A waterbender in modern society would have a practically unlimited supply. Oh, and bloodbending if you really need to use it. (Don't forget, only on full moons.)
Earth: Almost as much mobility as air. You'd be able to travel underground and use the earth to move you instead of moving yourself. Although, crashing with other Earthbenders is more due to limited space. You should also be able to use Toph's vibration sensory. During a fight, you would have the upper hand on anybody who is on Earth by disturbing their stance, or pulling the ground from underneath them. Also take into account how much metal is in modern society, all of this is under your control as well.
Fire. Good for mobility and battle. Fire is best suited for battle, as we all know. No need to explain such things. But can also be used for survival and mobility. A person can jet themselves around, so flight, think about Iron Man. One could live isolated in extreme places in the world just as easily as in society. No need for electricity, because you can create it yourself. No need for heating system because you can do that yourself as well. You'd only need to find water and food, both should be found easily.
