I don't know exactly, but I think the blue one is Frenzy. Search wikipedia for "Frenzy (Transformers)"

yea, rumble is blue. i watched the episodes. i was just watching em'. oh well. Rumble WAS going to be black + red but they made him blue

In the Japanese dub episodes that I've watched, the blue one called Frenzy...
Well, I love both of them even they are so confusing
