This was an older piece from back in season 2 when Derpy interacted and was named by Rainbow Dash. There was a huge backlash from parents and others that viewed Derpy as offensive to mental handicaps. She was actually missing from the background all together and in the aforementioned episode they actually censored her changing her voice and wall-eyed appearance. She didn't reappear in the series until Twilight became a princess and the credits of the Equestria Girls movie.Β

Well technically no, however Dinky is a widely enjoyed piece of fanon.Β
See ever since the episode "Winter Wrap Up" where Dinky first appeared, the fans decided that due to her similar colours to Derpy she was her daughter.Β
Naturally there is no way of saying for sure that she is Derpy's daughter, or that she isn't (unless they come out with an episode that explains Derpy's back story). So until that time I like to believe she is, especially when you read fan fiction about their relationship.Β

Well, it seems that the theory may be true in the chapter of season 5 what pikie knows there is a scene where derpy appears with dinky and then in the sixth season in the chapter under the same cutie mark appears also but appears in the background and you have to pause it and pay attention to see it

Twilight being the main character of the series, Dinky blames her for what happened to her mother. For some reason I decided Twilight was a conduit for the creator of the series.
But Derpy is back now, so everything is good again!

I know about her appearances in the Season 3 finale, but who can tell us, that this is not just a farewell, some last big appearances of her to please bronies and give them the chance to say goodbye to her, and Derpy the chance to say goodbye to us, in a dignified manner?

Actually, Derpy is not leaving. It was a rumor. It was some crazy rant about Derpy's appearance and it got loose to the public. C:

Derpy was retconned.
They rewrote all of the scenes where other characters called her Derpy, censored her dialog, and basically turned her into a silent\nameless background pony.
She's still "sort of" in the show because she wasn't entirely deleted, but she's not called Derpy, and some of the Canon that was based on Fanon has been take out of the show.
Hasbro also prevented the sale of the original videos on iTunes, and replaced them with the censored ones.
You won't hear any character calling her by name any more.
