Don't see the connection between the power and the one true place. Arguably I would say with that power he could run some carnival ride. You know, swell people up to cartoonish proportions and send them rolling down ramps

Well the way i see it is not every experiments one true place has to have something to do with their power some of them will just end up doing something that they really enjoy and Pufferizer being part aquatic creature really enjoys being at the aquarium (witch is where he would have been activated in my opinion) and he cleans the tanks in exchange for being allowed to stay there.
That's my story and i'm sticking with it.
