It's a reference to the Homestar Runner internet show. In the original Halloween episode, everyone dressed up as different people and characters. Strong Bad, the dude with the red luchador mask, dressed up as Carmen Miranda, who Experiment 123 is based off of, but Homestar refered to him as "The Chiquita Banana Lady."

I dunno who Homestar Runner is, but 123 doesn't have a dress on and no hand bend under her fruits and she doesn't sing, she just a similar Angel experiment.
