HMS Colossus escorted by HMS SheffieldImperial superdreadnought HMS Colossus with her 18inch main guns and 8 gravity defiers armed with bombs or torpedoes cannot be matched with anyting that the Republican Navy can deploy.
Up to 8 gravity defiers Tempest Mk.III are carried in special slots on both sides if the ship and are armed with deadly combination of cannons, Vickers MGs, bobms and torpedoes.

how is artwork like this done? what is the process and tools you use to create an image with so much depth and personality? i would be very grateful for some tips from you.

it was done in photoshop cs4 and with wacom intous tablet. your question is very general, there are lot of tutorials both free and paid available on the internet which can explain the process much more better than me. if you will have more specific questions which will be easier to explain please send me note.

do you pick your basic color palette before you begin?
there is a certain glow around your metals...is this achieved with a low opacity brush?
do you paint the whole thing from scratch?
have you ever tried placing painted textures from photoshop on a 3d image? is there any of that aspect in your work already?
how do you achieve the unique water effect that makes them seem partly misty...but not really...
if you feel uncomfortable answering any of the questions that is totally fine

palette: when a start a picture i have a palette in my head, i start to paint in few color tones which should set up a whole color mood and then i ad some complementary colors.
glow: set the brush to soft light and use various opacity to get the lightning
Yes, from scratch.
No, i am not skilled with 3D, but if you can use any 3D software it is good for you. You can ceate simply 3D models and overpaint it, it greatly helps with perspective, lightning etc.
water - it is just painted with no special effects, normal brushes with various opacity.

Dude I love it! I want to do my own AR piece now lol :] There's one thing that's bugging the heck outta me, though: the splash that's coming off the left side of the front-most ship has an epic amount of splash that looks like it's just cut out. Just pointing that out.
