I come from a mostly western area where tie downs are common, and if the horse can only raise it's head a few inches, the tie down is too tight. Here are some correctly adjusted tie-downs.

A tie-down is used to keep a horse from flinging it's head up in the air, not to tie it's head to it's chest. Some horses do find it useful to "brace" on them in speed events or roping, but all the western riders that I know, (basically everyone) frown upon riding with a tie-down that tight. If this is being used to illustrate correct use of tack, I wouldn't teach having a ridiculously tight tie-down on your western horse is okay.
