Setting a photo to multiply over top of a white layer, creating a layer in between to color on, then normal layers over top of everything to do some paint over touch ups.

Not stupid at all! It is a bit complicated, but the simplest way I have found to go about it and save on time. Biggest issue with detail is the time it can take so saving on time anywhere I can let's me do more before I am burnt out.
