So how did Tails learn to Fly it's simple, Β he saw Goku do it in Dragonball, if any of you have watch Goku vs Jackie Chun (Master Roshi in disguise) You'll know Goku was knocked out of the ring, but he used his tail to fly back in.Tails saw Goku do it and thought he could do it too and that's how Tails learnt how to fly using his tails, because he saw Goku do it.

Goku is a role model for everyone, Tails learnt how to fly from watching Kid Goku, Sonic learn how to use Super Saiyan powers through Chaos Emeralds be watching Goku. Heck Sonic even tried to go great ape in Unleashed.
