Piltover's a City of "Progess" too, the city ivolved so much in the Get Jinxed! video compared to the initial concept art. So I guess they couda invented cars too? Officer Vi's riding a bike also.

Riot themselves said that these skins are different version (from other universes) of these people. Thus, the conclusion brings us still to cars not being existent.
Even if they were existent, they would certainly look a WHOLE LOT different that what we have. Like flying cars, or high altitude monorail systems or, or...

I was, at the start of the season, theoryzing that maybe Riot's thinking about doing a Targon event soon cuz a lot of item's names were changed to something Mount Targon related. (Face of the Mountain, Targon's Embrace)
